Biography

Ralph Dum is senior expert at the European Commission. He holds a PHD (1992) in physics (thesis at Joint Institute for Laboratory Astrophysics, JILA, CO). RD worked in US at JILA/NIST, CO, and Stonybrook University, NY. Back to Europe, he worked at Ecole Normale Supérieure – Laboratoire Kastler Brossel – in Paris and at Oxford University. His research was on ultra-cold atoms (atomic clocks, Bose-Einstein condensation), quantum computing, and applications of stochastic processes among others in biology and the financial sector. After joining the EC, he has been in charge of developing research programmes – including quantum computing, complex systems research, and scientific modelling and data for policy decisions (Global Systems Science). He has initiated S+T+ARTS == STARTS, innovation at the nexus of Science, Technology, and the ARTS. STARTS includes artists in research and innovation activities to reflect on impact and on human aspects of technology and to engage in art-driven experimentation with technology.
